How should festivals be funded?

There are traditional ways to fund annual festivals. Being too reliant on one income source is to precarious. So the usual model is a three way split.
1. Fees from open submissions
2. Ticket sales at the events.
3. Public support, Arts Councils or from foundations.
Festivals at this moment are looking at various ways to raise an income. People who run festivals, exhibiting artists, those that service the festival and venue hires need to be paid. For an on-line festival is pay-for-view approach one solution?
